Its' quite difficult to explain but I'll give it a shot.
Basically, it goes back to two rival private schools, both full of very wealthy pupils, and the nickname of one of the schools was ''Chav''. They would mock eachother and put eachother down, especially when they saw rival pupils with designer items and so forth. ''Look at that Chav'' kind of thing.
the term sort of developed to be a derisory name for someone who generally kits themselves out in designer clothes but is actually very common underneath, but it's origins come from the rival schools. think Paris, she is like Queen Chav. Britney was recently labelled as the perfect example of a Chav, wearing designer clothes etc but generally just being trash underneath. The term is used so loosely now as a coloquialism that generally it can be used to mock anyone.
