I agree that an individual's attitude won't necessarily determine how that person is going to be treated. Some people in positions of authority (like US Customs Agents) just get off knowing that they can treat someone badly or hassle them, without any real consequences. If they are nasty just for the sake of being nasty, it is their own problem, and the recipient of their attitude isn't to blame.
