It would not have to be a governmental action at all. I would be more than happy to do it myself and then just bury the carcass in some shallow grave in a western Pennsylvania creekbed. No one would know..everyone could just close theri eyes and hold their hands over their ears and keep singing patriotic tunes until the all clear was given and he would simply be gone.
