I really think these people are ignorant, but I really think that the man didn't have a clue about what to do, and he was trying to break the fever. He did say that he tried several things and was afraid to put her into cool water. Honestly, I don't think he intended to harm this child. I think that they should receive some parenting classes and have supervised visitation with the child until they have proven that they can handle the demands of a child.
