I think he may have said it because kids are physically smaller and are less capable of defending themselves or escaping than an adult.

I'd like to believe that but that line gets stated anytime something bad happens. It's like people pull out the kid card when they think something is supposed to be taken more seriously than it is. One of my older friends was outraged when one of his pals was driving drunk and hit a car really hard that had 3 passengers: a one month old and 2 young women ages 19 and 22. All he had to say about it was, "He could have killed a baby!" Yeah, fuck the other two, who cares about them.
And, if it's a case of being concerned because kids are more vulnerable, why doesn't anybody ever say, "What if it'd been an elderly lady?" or "what if it had been someone in a wheelchair?"?
