I think they used the term crocodile terms to indicate that no, they wouldn't jump on the mourning bandwagon despite the fact that Steve Irwin is being lauded from one end of the west to the other. Anyway, I'm sad for his family he died but since this is only the third recorded stingray attack/death, something says he may have done some provoking. I don't know enough about the field to really back that up but common sense tells me maybe he got a bit too big for his britches.
