^^^ He hasn't shaved anything off. It all fell out years ago and he's been wearing various styles of rug ever since. I think there was a pic here once showing him 'au naturel' and he's a real baldy. With no hair he'd look like the Big Giant Head (bows to 3rd Rock From The Sun and keeps the Scientology/alien thing going).
