This line makes me think it's Paris. It seems to be implying that the girl's public image is a little rough or wild, but it might just be an act, that she actually has some business sense or something? Ie. she's more "put toghether" than most people realize. Just seems like something I've heard said many times before about Paris, whereas the other party girls seem to just spiral out of control unwittingly.
