I agree re: common sense. For me common sense is to follow the law, put the dog in his carrier. If he's ill, I highly doubt a cramped, hot, smelly and swaying NYC subway is the way to go. People need to have consideration for fellow passengers as well. I'd prefer not to get in the car that has the unrestrained sick dog in it.
I don't see him as overreacting. He asked for ID and for her to put the dog in the carrier. She freaked out and was arrested. IMO, she overreacted (based on what's been reported).
