Yes, he's Hasidic. NYPD's first one, hired on about a year or so ago. Witnesses gave conflicting accounts of how the arrest went down...many said she called him things like, "dirty Jew", etc. which she didn't deny. She said she doesn't remember saying it if she did.
City law says the dog needs to be in a carrier while on public transport. He's empowered with enforcing those laws.
