If Debbie is the bio mother then she probably will have a stronger claim to her kids than their non-bio grandmother. The DNA will tell the tale. However, Debbie was specifically excluded from MJ's will (I saw a copy of it posted by reputable The Age newspaper) and Katherine is specifically named as the kids' guardian.

If I recall the will also says that MJ does not own any property in California even though he's a resident there so this idea of turning Neverland into a permanent touristard attraction could pose a problem.
