I use concealer before foundation because often I do not need much foundation if I have properly applied and blended my concealer. When I have gotten my face done professionally, especially at MAC where they often use many eye products, they sometimes wait until the end for the foundation and cheek color because so much product can accidentally fall on the face during application. Another tip I have seen is putting excess powder on the upper cheek area to catch falling eyeshadow. Then you just dust it all off with a fluffy brush!
