I definitely don't think that's a dress for a teenager. It's a dress for a femme fatale, and no teenager could possibly pull it off. You need a certain maturity to look anything but ridiculous in dresses like that, if you're too young you just look like you raided your mother's closet.
Liz Hurley rather pulls it off, though...
