I posed naked for an art class at 15. Lied about my age and got paid exceedingly well for two hours of sitting still. There was nothing sexual about that, it's just bodies.
15 year olds are not children. It wasn't that long ago that they were being married off at 11, and now they're supposed to be completely void of any and all sexual feelings because they're 'innocent'. No matter how hard anyone tries, without resorting to chemical castration, they are not going to repress natural sexual urges that people develop post-puberty.
