I dunno about HBC's dress, but I'm pretty sure I remember reading Patricia's dress is by Vivienne Westwood.

I just googled and it is by VW. They wore it to a fashion show in 2007 called Dressed To Kilt, which celebrated Scottish fashion and culture. It also featured a tribute to Vivienne Westwood.

So the plaid dress and the kilt make sense in that context. The abused boobies, however, still have no excuse.
